The Nigerian House of Representatives Public Accounts Committee has launched an investigation into the alleged non-completion of the Gidanwaya-Guaran Dutse-Waman Rafi-Saminaka-Kano road project in Kaduna state, a project reportedly valued at N1.46 billion. During a hearing on Tuesday, committee members expressed frustration over the stalled development despite a loan-backed full payment to the contractor, Messrs Jam Jam Dynamic Platform Limited, and an expected completion date set for October 2023.
Committee Chairman Rep. Bamidele Salam highlighted that funds for the road, awarded on October 5, 2022, were allocated as part of the Federal Government’s loan-supported infrastructure projects. Despite repeated calls for accountability, Permanent Secretary Dr. Yakubu Adam, who appeared before the committee, explained that the funds covered only a segment of the 133-kilometer road due to limited finances. However, he expressed surprise that progress on the project hadn’t begun as expected.
The committee further criticized the Ministry of Works for inconsistent responses and a lack of transparency. The Permanent Secretary, who apologized for previous absences, is required to submit comprehensive documents on the project by November 1 for closer examination, with a follow-up session scheduled for November 4. Rep. Salam emphasized that these records will help determine the legitimacy of project delays and clarify the financial accountability involved in the project’s stalled progress.
